Unfortunately not. As can be seen in the image below, Specialized Power Cranks have a sensor mounted to the inside of the drive side crank arm. This sensor will interfere with the Quarq or power2max Specialized power meter spiders.
However, here are some other options you can consider:
Left Crank Arm Power Meter
Stages Carbon for SRAM BB30 Power Meter
This Stages crank arm will work on 2017 and newer Specialized S-Works Road cranksets with Spindle F. This power meter measures left leg power only.
Please note, whenever you are installing a left side power meter crank arm, you need to confirm you have 10mm of clearance between the left crank arm and the chainstay in order for the sensor to clear. Please see the image below.
